Of the $700 billion alloted in the financial industry assistance package, it is reported that the White House will only be using $50 billion of that to fund the foreclosure prevention program. Both Fannie Mae and Freddie Mac will be shelling out over $20 billion to the program, which has an overall total of $75 billion. The rest of the $75 billion will be taken from the Department of Housing and Urban Development; their contributed funds being used for credit counseling. Besides that, most of the program´s funds will be used to subsidize interest rates to hopefully make the monthly payments of struggling borrowers more affordable.

Fannie and Freddie were taken over by the government in September and are still experiencing financial difficulty. It is expected that they too will report loss totals in the billion dollar range in the next few weeks. In order to help stabilize them, the foreclosure prevention program is asking to double their credit line with the government, at $200 billion per company.

By using the three above corporations to help with funding the program, the rest of the $350 billion financial bailout funding approved in October can be used to provide additional bank capital, to jump start business/consumer lending, and to create a public/private investment fund to purchase toxic assets and clear up the banks. While using additional federal funding for the program is beneficial as it keeps the bailout money more focused on the financial industry, it still means that all the output is coming from the federal government. Lyle Gramley, a formal Federal Reserve governor, summed up the matter, saying "It's all coming from taxpayers pockets one way or the other,".
